Was the TX Dem party "neutral" in the TX primary?

http://www.star-telegram.com/news/politics-government/election/article63442482.html

Texas is Hillary Country!,” said Texas Democratic Party Chairman Gilberto Hinojosa. “Secretary Clinton is family to us here in Texas. She fought hard for a Texas-sized win and we thank her for it. With a Texas win, Clinton is now well on her way to secure the Democratic nomination.”
...

While Sanders, a Vermont independent, opened campaign offices and hired staffers long before Clinton in Texas, Clinton relied heavily on friendships and knowledge of the state’s political landscape developed since campaigning here in the 1970s for George McGovern.
...

While Clinton counted among her supporters many of the state’s Democratic leadership, Sanders snagged the support of nationally known populist Jim Hightower.

And look at what the TX Democrats are selling on their website:

It was reported that bumper stickers were made up years ago:

Hillary has a long-standing relationship with the state, and has visited every part of it over the years. Sanders has been here--what? Twice? No further south than Austin? Get real.

On the bright side, it should not matter. For 50 Years, Kansas Has Chosen the Democratic Nominee with 100% Accuracy.

She cleared a runoff with six challengers, and is replacing the last real liberal in the Texas House.

The Texas Democratic Party is comprised primarily of the last of the moderate Republicans. There are a few exceptions to that, but nearly every elected state official endorsed Clinton weeks ago. She won the Texas primary on March 1 with a 65-33 margin, or 2-1, without much field effort, as your link to the FWST indicates.

Texas is a lost cause for progressive Democrats, and has been for nearly thirty years.
