There has been an unprecedented surge in New York state voter registrations with about 40,883 applications received between March 10 and 20 as New York State prepares for its presidential primary, Gov. Andrew Cuomo announced yesterday.
Voters must register by March 25 in order to cast ballots in the presidential primary on April 19.

The article says that about 20,000 were first time voter among 40,000 registration that were filed. I thought the deadline for switching affiliation was last Oct, and only new voters are still allowed to register. Unless I'm misunderstanding something.
Can somebody shed light?

...but existing voters who filed a party change after October 9, 2015, can not vote in April's primary.
Now it makes sense. Thank you.
