was supposed to ask a question, but began with an endorsement.

From what I gather, she was in the front row, center and he handed the mic to her, so he wanted to make it clear that she was not a stooge, and that may be an allusion to Trump's popularity games, as well, which is another subject.

and arguing that he didn't know she'd be so positive ["You're my man"] in advance.

This is important for Joe since he is running on authenticity (in contrast to the always-lying tRump), so any perceived reduction in his trustworthiness (his "ethos" - the way people see him) could hurt his election chances, in theory, at least!
