When asked if he would appoint Barack Obama to the Supreme Court, Vice President Joe Biden replied that the former president would be "fully-qualified" to sit on the Supreme Court.

He mentions that theme with Colbert and he expanded on it in an address after El Paso:

I've had it before, and I've seen it on other people. I had to look it up to see what it is.

A subconjunctival hemorrhage can occur with heavy lifting, coughing, sneezing, vomiting or for no apparent reason. It looks bad and may be frightening, but is not dangerous and leaves no residual change in vision. There is no discharge from the eye.
