“Suspending” a campaign does not remove someone from the ballot.

If voters choose a candidate that isn't in the race anymore? Does their vote count? I heard one of the states yesterday saying the down ballot choices would still count.

In Virginia
“ Candidate must submit by Wednesday, December 18, 2019 at 5:00 pm to have their name removed from the ballot. Candidates who submit any time after December 18 will not be removed from the ballot, but they will no longer be a candidate.”

There were 14 names. There is a difference between withdrawing and suspending. The good thing about paper ballots is that they are auditable, the bad news is they have to be pre printed.

Michigan votes on March 10th. In fact those who voted early and their candidate dropped out, can fix it. They will have to go to the City Clerk and request a new ballot. Their original ballot will be marked spoiled.
