His campaign ought to work to get skype or other set-ups working so he can talk with physicians, nurses, public health workers, patients in and out of the hospital, as well as local officials dealing with COVID-19. Let them tell their stories and what problems they are facing. These segments can be interactive with Biden, who then sums up with his plans. He can likewise have global public health experts available that HE can question as to what needs to be done and what deficiencies exist.
