Foreshadowing from British history??

I read somewhere that in the 19th century in Engand it was against the law to publish what was discussed, voted on, and decided in parliament.

I do not remember where I read this, and I do not know if it is true. I have always found this bit of info immensely chilling.$

What did legislature do to state employee unions?

I'm no longer in IA. Son texted me that legislature
recently gutted state employee unions. Only power state
universities' unions now have is to try to negotiate pay.

This does not sound good. What's going on??
