Cottle Transit Village: Dense Mixed Use in San Jose

The development of Cottle Transit Village—San Jose, California’s first and Silicon Valley’s largest mixed-use transit-oriented infill site—is well underway after a long Great Recession–led hiatus. Located 15 miles (24 km) south of the city center on a development “island” formed by Cottle Road, Monterey Highway, State Route 85, and the triangulation of three rail transit stations, Cottle Transit Village comprises two new retail/commercial centers, green infrastructure with parks, a bike trail, sports fields, and more than 3,000 homes sprouting up in new neighborhoods next to the HGST campus.
The consolidation of this bucolic former IBM campus—now owned by HGST, a data storage technology company—is being viewed as a value-added model for “rightsizing” an industrial site and reentitling its excess land to create a dense urban village in a largely suburban city that has become a development focus for the fast-changing San Francisco Bay area. Early successes include more efficient land use, greener buildings, retention of manufacturing jobs, and a needed mix of housing, services, and recreation—all linked to transit.

Cottle Transit Village is “definitely our first foray into transit-oriented mixed use in a very substantive way,” says Nanci Klein, San Jose’s deputy director of economic development and director of real estate. “San Jose is a city that has been suburban and sprawling, and we want to move to being a comfortable urban environment. We’re aspiring to be a place that has great walkable places, parks and trails, and connections to transit.”
Since the recession, the region’s growth has centered on San Jose, along with San Francisco and Oakland. With more than 1 million residents, San Jose is now the largest city in the nine-county Bay Area, the third-largest city in California, and tenth largest in the United States. Its downtown is considered the unofficial capital of thriving Silicon Valley. Spanning 180 square miles (466 sq km), this affluent city—whose average household income exceeds $100,000—is expected to have 400,000 new residents by 2040. Freeway congestion, along with demand for new housing, has migrated from northern Silicon Valley and San Francisco, prompting San Jose to shape its own growth around dense urban villages. ...................(more)

In June, the US Department of Defense released its "Law of War Manual," within which the Pentagon states clearly that journalists may be "unprivileged belligerents," which leaves those reporting on the military in any capacity open to be treated the same as spies - or even terrorists.
"Unprivileged belligerent" is a legal term that can be applied to combatants (people who are not soldiers in a state-sanctioned military) in a conflict, who are given even fewer protections than combatants openly participating in war.
Simply by reporting on the US military in a way the Pentagon interprets as "dangerous," journalists could be left open to censorship, incarceration or even the death penalty.
The manual says journalists can be captured and held by the military for "engaging in hostilities," "spying" or "sabotage and similar acts behind enemy lines."
"Reporting on military operations can be very similar to collecting intelligence or even spying," the Pentagon's manual states. President Obama seemed awfully defensive in his speech at the United Nations on Monday. The reason is not far to seek. Russia’s Vladimir Putin has surprised Washington by volunteering to get militarily involved in Syria and by arguing that only by enlisting the Baath regime of Bashar al-Assad can Daesh (ISIS, ISIL) be defeated.
Obama is defensive because a) his own plans for confronting Daesh have largely failed, and b) because Putin’s plans for doing so are concrete and involve trying to prop up dictator Bashar al-Assad.
Putin is arguing for a unified push against Daesh by a wide range of countries, and for allying in this effort with the government of Syrian president Bashar al-Assad. He says only such a unified response has a hope of prevailing. He points to Libya as an example of the chaos that occurs in the wake of Washington’s insistence on going around overthrowing governments.
So ironically the Russian Federation and its ex-Communist president is taking a conservative position here, of trying to prop up the status quo, which the US views itself as a radical democratizer a ala Thomas Paine. ...............(more)

Studies have long shown that a college student's odds of achieving financial security and a better quality of life improve when he or she earns a degree.
But what are some of the obstacles that prevent degree attainment?
At the Wisconsin HOPE Lab, we study the challenges that students from low- and moderate-income households face in attaining a college degree. Chief among these are the many hurdles created by the high price of college. Paying the price of attending college, we find, changes who attends and for how long, as well as the college experience itself - what classes students take, the grades they earn, the activities in which they engage and even with whom they interact.
Our recent research shows an alarming trend on college campuses: an increasing number of students tell us that they are struggling in college, sometimes even dropping out, because they can't afford enough of life's basic necessity - food.
College Students Are Without Food
Pell Grants were introduced in the 1970s as the nation's flagship program to help low-income students cover their college costs. Back then, the grants covered nearly 75% of the cost of attending a public four-year college. Today, that percentage has dropped to 30. Add to this the fact that two-thirds of all current Pell Grant recipients grew up in families who live below 150% of the federal poverty line. ..................(more)

FLYING HIGH: 26 Pounds Of Weed Falls From Sky, Destroys Dog House
Maya Donnelly awoke to what sounded like thunder in the early morning hours, but dismissed it as a typical monsoon storm and went back to sleep.
Later that morning, she looked in the carport at her home in Nogales, near the U.S.-Mexico border, and saw pieces of wood on the ground. She found a bulky bundle wrapped in black plastic.
Inside was roughly 26 pounds of marijuana — a package that authorities say was worth $10,000 and likely was dropped there accidentally by a drug smuggler's aircraft.
"It's all right on top of our dog's house," Donnelly said of the Sept. 8 incident, which was first reported by the Nogales International newspaper. "It just made a perfectly round hole through our carport."
Living near the border, Donnelly said she assumed the object was drugs. She immediately called her husband, Bill, who told her to call 911. ..........................(more)

SANTA ANA, Calif.—The police murder of poor people of color—occurring at a rate of roughly two a day across the country—is not only about the indiscriminate use of lethal force. It is also about maintaining an ongoing climate of terror in marginal communities. It is about making it impossible for the poor, cast aside by corporate capitalists as surplus labor, to organize and build meaningful lives and to resist. It is terror by design. And it will not stop until police are disarmed—the authority to use lethal force should be restricted to specialized, highly regulated police units—and finally held accountable under the law. Until the rule of law becomes a reality for those who live in marginal communities, until we obliterate the poverty—the mechanism that keeps people trapped in squalor like penned animals—until we stop gunning the poor down in our streets, the nightmare will not stop. In fact, as poverty and inequality expand, this nightmare will only grow.
Families, suffocating in grief, terrified for their children, unable to find justice, rendered invisible by the media and crushed by poverty—the worst of all crimes—endure a hell that is directly linked to the plague of mass incarceration, Jim and Jane Crow laws, sunset laws, lynching and slave patrols. This terror is the latest manifestation of white supremacy and the expression of a corporate capitalist state that consciously creates huge pools of unemployed and underemployed. The destitute, desperate for work and kept in a state of constant fear, are easily exploited and unable to rise up against their oppressors.
Several days ago I met three mothers in Santa Ana whose sons had been murdered by police here in Orange County, Calif. Manuel Diaz, who was unarmed, was shot to death July 21, 2012, by Anaheim police Officer Nicholas Bennallack, also responsible for a fatal shooting in 2012. Bennallack was cleared in both killings. During protests over the Diaz killing, Joel Acevedo, 21, was killed July 22, 2012, by Anaheim police Officer Kelly Phillips, who had been involved in the fatal shooting of Caesar Cruz in 2009. Phillips too was cleared twice. Paul Joseph Quintanar, 19, died when he was struck by freeway traffic as officers of the Tustin Police Department tried to arrest him on Sept. 8, 2011. He had been on his way to buy a bottle of water from a 7-Eleven. Marcel Ceja, on Nov. 4, 2011, was shot to death by a police officer in Anaheim as he was walking to a store with two friends.
In Anaheim alone, where Disneyland markets a fantasy vision of a happy America, the police shot 37 people between 2003 and 2011, killing 21 of them, mostly people of color. As is usual across the United States, all of the police officers involved were cleared of criminal wrongdoing. ..................(more)

He had been on his way to buy a bottle of water from a 7-Eleven. Marcel Ceja, on Nov. 4, 2011, was shot to death by a police officer in Anaheim as he was walking to a store with two friends.
In Anaheim alone, where Disneyland markets a fantasy vision of a happy America, the police shot 37 people between 2003 and 2011, killing 21 of them, mostly people of color. "In a Yahoo News interview published Monday, Fiorina said that shortly after the Sept. 11 attacks, she redirected trucks full of Hewlett-Packard servers on their way to retail stores to Fort Meade, Maryland, upon request of then-National Security Agency director Michael Hayden.
Hayden told Yahoo he remembered telling Fiorina, then head of HP, “Carly, I need stuff and I need it now.” The NSA needed the servers to implement the controversial “Stellar Wind” warrantless wiretapping program.
“I felt it was my duty to help, and so we did,” Fiorina said. “They were ramping up a whole set of programs and needed a lot of data crunching capability to try and monitor a whole set of threats. …What I knew at the time was our nation had been attacked.”
The presidential hopeful also told Yahoo she would endorse some of the country’s most controversial intelligence tactics, including the CIA’s torture program.
“I believe that all of the evidence is very clear -- that waterboarding was used in a very small handful of cases (and) was supervised by medical personnel in every one of those cases,” she said. “And I also believe that waterboarding was used when there was no other way to get information that was necessary.” “*

Starting Sept. 29, Metro will implement an additional service change — affecting Stadium-Armory Station only — as another step to reduce "stop and go" rush-hour rides and congestion on the Orange, Silver and Blue lines following last week's transformer fire.
During weekday rush hours, Stadium-Armory will be served by Blue Line trains only, while all Orange and Silver line trains will pass through the station without stopping. Customers traveling to or from Stadium-Armory will be able to use Blue Line trains at all times.
Orange and Silver trains will bypass Stadium-Armory weekdays from system opening until 10:00 a.m. and between 2 p.m. and 7:30 p.m. Only Blue Line trains will stop at the station during these times. All trains — Orange, Silver and Blue — will service the station at all other times, including midday hours, evenings and weekends. ................(more)

BARCELONA — Separatists in the wealthy Catalonia region won a parliamentary majority in an election they cast as a referendum on independence, though it was unclear whether they would have a strong enough mandate to break away from Spain.
Together, the two main separatist tickets on the ballot won just under 48% of the popular vote on Sunday, according to near complete official returns. But a quirk in election law — which gives greater weight to ballots from more sparsely populated rural areas — enabled the independence tickets to win a combined 72 of 135 seats, a solid majority in the Catalan parliament.
The mixed outcome sets the stage for a potential standoff that would do little to end years of conflict between Catalonia´s separatist leadership and the national government in Madrid, which calls the independence push illegal and has vowed to block it. The political impasse has already hurt Spain in financial markets and threatens to slow its recovery from a punishing recession.
The separatists “have enough of a majority to govern, but to make a unilateral proclamation of independence with less than 50% of the popular vote would have no credibility, here or internationally,” said Emilio Sáenz-Francés, a professor of history and international relations at Comillas Pontifical University in Madrid. ................(more)
