This vote is to "proceed to vote on the bill." Is this a vote to close debate and does it need 60 to pass? Apparently not, as they already have 45 no votes...so why wait for the others to vote....
Or is it the bill itself that needs 60 votes?
Or what?

Democrats should immediately impeach Trump upon convining the next congress.
Make the Republican Senators vote yes or no to convict and let them run in 2020 on that vote. The mid terms show supporting Trump is a losing position and the Democrats will regain the Senate and most likely the presidency. Alternatively, start the process closer to the 2020 election...say Christmas of 2019. But do it, just based on Trump's ceaseless lying.
Key to picking the best candidate for President is to realize Trump won't be on the ticket in 2020. A Democratic win won't be assured as a moderate could come to the front of the possible Republican candidates.
Just saying.
Imagine the conversation among Trumps lawyers as they review his answers to Mueller's questions.
Lawyer #1: So here he answers that he knew about the meeting Don Jr. had with the Russians.
Lawyer #2: Oh shit.
Lawyer #1: Do you think we should tell him about the problem with that?
Lawyer #2: Well, he either did or he didn’t.
Lawyer #1: But maybe if he knew what could come of that, he would choose to change his answer or maybe
refuse to answer.
Lawyer #2: Oh. Shit.
One Thing as we arrive at Presidential Candidate Picking Time:
Bernie Sanders has laid down the gauntlet. Every Democratic candidate will embrace his platform or spin their wheels.
$15 Minimum Wage, Free College education, Healthcare as a right and paid for by Government, and protection and enhancement of Social Security.
You won't hear one Democratic Candidate speaking against any of these. The choice will revolve around personality, age, sex, experience and the ability to bring it on
There will be nervousness about "Socialism" but those declaring themselves moderate will get no traction. There is no room for timidness in today's Democratic Party: We are on a roll.
If you disagree, name the viable candidate not embracing Bernie's base goals.

After watching his dry drunken shouting at the hearing...I don't think so.
Keep in mind Mitch McConnell controls his GOP senators like puppets on a string.
He has control as he is the one deciding who sits on what committees and these positions influence the voters in each Senator's States.
Note that it takes a retirement or brain cancer before any of the these Senators are willing to even start to vote their conscience.
It is amazing to me that no one is mentioning that McConnell has removed the 60 vote requirement
needed to approve an SC nomination. They did that to get Neil Gorsuch approved and then figured they could put any hack judge up and get him through. Now we are likely to get a raging rapist for our highest court.
Say what you want about the super majority requirement, it did mean the majority party needed to some help from the minority which arguably led to more moderate picks.
I haven't read one report about Kavanugh's confirmation that mentioned this situation. Several have talked about McConnells holding no vote or hearings for Garland, but everyone seems to be OK that 51 votes are enough to get a SC seat filled.
Could Omarosa be mistaken?
Maybe it was not a paper note but rather a Tic Tac. He might have simply been getting ready for Omarosa's entrance.
