The Tazreen Fashions Ltd. factory in a Dhaka suburb was making clothes for Wal-Mart, Sears, Disney and other major global retailers. When a fire broke out over the weekend, many of the 1,400 workers were trapped inside the eight-story building because exit doors were locked. A fire official said the death toll would have been much lower if the factory had had an emergency exit.
Police said they were interrogating three factory managers on possible negligence charges. Workers said as they tried to escape the fire they found exit doors were locked.

Climate Agrees To Stop Changing Until US Economy Recovers
WASHINGTON, D.C. - Today, President Obama reached an unprecedented agreement with the earth’s climate to halt global warming until the US economy reaches 4% annual growth.
The news was cheered throughout the world, as economists shook hands with rapidly receding shorelines worldwide.
“We are delighted to hear that the climate has finally listened to reason,” said White House press secretary Jay Carney. “Now we can focus on what’s really important: raising upper class tax rates from 35% to 39%.”
The agreement, which halts everything from extreme weather events to vanishing island nations, is the first such accord between a sitting president and atmospheric temperature levels.
Not all in Washington cheered the accord - House Republicans bashed the treaty in a press conference.
“We don’t believe in negotiating with phenomena we don’t believe exists,” said House Speaker John Boehner. “However, even if it did exist, there’s no way we’d support regulating it. What if it’s a job creator?”
Climate scientists throughout the world had a far more positive reaction to the news.
“Finally, we can stop telling people that if they didn’t change, their grandchildren would live on a cinder,” remarked John Greggs of the National Weather Service.
“Now, thankfully, those cinder dwelling grandkids will have jobs.”
“We get it,” said the arctic ice shelf, as it repaired millions of cracks that were previously releasing deadly methane gas. “Nobody could have predicted the financial crisis. People need a break. We’ll knock it off until unemployment is back at Clinton-era levels.”

“It is a fact that Christianity is not a religion
On his show Wednesday night, Fox News host Bill O’Reilly accused American Atheists president David Silverman of being a “fascists” who wanted to banish Christmas from the United States.
During the contentious interview, O’Reilly insisted that Christmas displays in public buildings were not a constitutional issue because Christianity is not a religion.
“It is a fact that Christianity is not a religion, it is a philosophy,” the Fox News host declared confidently. “If the government was saying that the Methodist religion deserves a special place in the public square, I would be on your side.”
Silverman said he would be just as upset if a public figure promoted atheism.
“Jesus Christ,” O’Reilly said, then apologized. He added that Christmas trees had nothing to do with Christianity and were a secular symbol.
Silverman responded that he was not against Christmas celebrations per se, he was only against the government favoring Christianity over other religions.
O’Reilly said Silverman’s views were “insane” and that he should get his “merry band of fascists” together to “re-vote” on Christmas being a federal holiday. After Silverman objected to being called a fascist, O’Reilly again reiterated the point by saying he was a fascist because he wanted to banish Christmas.

Senate bill rewrite lets feds read your e-mail without warrants
A Senate proposal touted as protecting Americans' e-mail privacy has been quietly rewritten, giving government agencies more surveillance power than they possess under current law.
CNET has learned that Patrick Leahy, the influential Democratic chairman of the Senate Judiciary committee, has dramatically reshaped his legislation in response to law enforcement concerns. A vote on his bill, which now authorizes warrantless access to Americans' e-mail, is scheduled for next week.
Revised bill highlights
✭ Grants warrantless access to Americans' electronic correspondence to over 22 federal agencies. Only a subpoena is required, not a search warrant signed by a judge based on probable cause.
✭ Permits state and local law enforcement to warrantlessly access Americans' correspondence stored on systems not offered "to the public," including university networks.
✭ Authorizes any law enforcement agency to access accounts without a warrant -- or subsequent court review -- if they claim "emergency" situations exist.
✭ Says providers "shall notify" law enforcement in advance of any plans to tell their customers that they've been the target of a warrant, order, or subpoena.
✭ Delays notification of customers whose accounts have been accessed from 3 days to "10 business days." This notification can be postponed by up to 360 days.
Leahy's rewritten bill would allow more than 22 agencies -- including the Securities and Exchange Commission and the Federal Communications Commission -- to access Americans' e-mail, Google Docs files, Facebook wall posts, and Twitter direct messages without a search warrant. It also would give the FBI and Homeland Security more authority, in some circumstances, to gain full access to Internet accounts without notifying either the owner or a judge.
It's an abrupt departure from Leahy's earlier approach, which required police to obtain a search warrant backed by probable cause before they could read the contents of e-mail or other communications. The Vermont Democrat boasted last year that his bill "provides enhanced privacy protections for American consumers by... requiring that the government obtain a search warrant."
Leahy had planned a vote on an earlier version of his bill, designed to update a pair of 1980s-vintage surveillance laws, in late September. But after law enforcement groups including the National District Attorneys' Association and the National Sheriffs' Association organizations objected to the legislation and asked him to "reconsider acting" on it, Leahy pushed back the vote and reworked the bill as a package of amendments to be offered next Thursday. The package (PDF) is a substitute for H.R. 2471, which the House of Representatives already has approved.

Spain to offer residency to foreign house buyers
MADRID (AP) — Spain is to offer foreigners residency permits if they buy houses worth more than €160,000 ($200,000) as part of an attempt to reduce the country's bloated stock of unsold homes.
Trade Ministry secretary Jaime Garcia-Legaz said the plan, expected to be approved in the coming weeks, would be aimed principally at the Chinese and Russian markets as the domestic demand was stagnant and showed no sign of improving. Spain has more than 700,000 unsold houses following the collapse of its real estate market in 2008.
The country's economy is struggling and is currently in recession with 25 percent unemployment. Thousands of houses have been repossessed by banks and their owners evicted because they cannot pay their mortgages. The government last week approved a decree under which evictions would be suspended for two years in specific cases of extreme need.
The country's offer beats others in bailed-out countries such as Ireland and Portugal, where residency papers are offered to foreigners buying houses worth more the €400,000 and €500,000, respectively. It was not immediately clear if the residency would only refer to Spain, and not the European Union.
The stricken state of the country's real estate market was highlighted Monday by figures from the Bank of Spain which showed that the level of bad debt in the country's banks had risen to a record 10.7 percent of their loan total in September.
