Over the last three decades almost no state in the nation has cut funding more to its counties than Wisconsin, a study by Forward Analytics found. State funding of county services in Wisconsin fell from 46% of total county revenues in 1987 to 26% in 2019, but “much of the decline occurred between 2009 and 2019,” the study noted.
Only Minnesota and New Jersey cut funding to the counties by a greater rate than Wisconsin during this period, the little-noticed report from 2021 found.
Those cuts were particularly devastating for Milwaukee as Urban Milwaukee has reported. Between 2010 and 2021, Milwaukee County has seen its total state revenue decline significantly. Had annual funding received in 2010 been maintained and kept up with inflation, the county would have received another $455 million over that 11-year period.
Counties are not independent governments, as many taxpayers assume, but operate as the administrative arms of state government, providing services mandated by the state. ...................

But all 72 counties in Wisconsin are being squeezed by the decline in state funding. As a result, the counties’ share of funding of its programs — mostly local property taxes paying for state mandated programs — grew from 51% in 1987 to 71% in 2019. The underfunding of state mandated programs has grown so bad for Milwaukee County it now projects that 100% of its spending will go to those programs by 2027, leaving not one dollar of funding for local services like the county parks or buses, as Urban Milwaukee reported.
The decline in state funding to the counties, Knapp finds, was driven by a change in state priorities. In the 1990s, Wisconsin started spending more money on corrections and K-12 education. As a result of “tough on crime” laws, “Wisconsin’s prison population nearly tripled and corrections spending quadrupled,” the study notes. And Medicaid costs began rising rapidly, from 9% of state spending in the early 2000s to 17% by 2019.

One additional constraint on the state budget that has left less money to spend is the opposition of Walker and Republicans to supplemental Medicaid funding under the Affordable Care Act, which has cost the state $1.6 billion since 2014. That could have paid for a lot of shared revenue to the counties.

From Moscow to the Siberian oil capital of Novosibirsk, and from the intellectual hub of St. Petersburg to the nuclear submarine base of Murmansk, Russians are searching for a way out in anticipation of a grim future in a country torn apart by isolation, censorship and belligerence.
Analysis of search data, immigration figures and flight information, as well as interviews with experts, activists and people inside the country, shed light on how people who can no longer live in Vladimir Putin's Russia are trying to flee amid the president's war in Ukraine and political crackdown at home.
Russians' interest in the topic of "emigration" on Google quadrupled between mid-February and early March. Searches around "travel visa" have almost doubled, and for a Russian equivalent of 'political asylum' they jumped more than five-fold.
When searching for emigration in the past 30 days, Australia, Turkey and Israel were some of the top trending destinations, alongside Russia-friendly Serbia and Armenia, as well as Georgia -- which Russian troops invaded in 2008................................

The former president called the phone of a Republican senator, Mike Lee, with a number recorded as 202-395-0000, a placeholder number that shows up when a call is incoming from a number of White House department phones, the sources said.
The number corresponds to an official White House phone and the call was placed by Donald Trump himself, which means the call should have been recorded in the internal presidential call log that was turned over to the House select committee investigating the Capitol attack.
Trump’s call to Lee was reported at the time, as well as its omission from the call log, by the Washington Post and CBS. But the origin of the call as coming from an official White House phone, which has not been previously reported, raises the prospect of tampering or deletion by Trump White House officials.
It also appears to mark perhaps the most serious violation of the Presidential Record Act – the statute that mandates preservation of White House records pertaining to a president’s official duties – by the Trump White House concerning January 6 records to date......................

Two teenagers have been arrested for allegedly abducting a 3-month-old boy from a woman who was trying to help them, Milwaukee police say.
The arrests of a 14-year-old girl and 16-year-old girl were announced Thursday. The infant was safely returned to his mother.
"Only thing I can do right now is thank God that they found my baby," the mother, who asked not to be named, told FOX6 News Milwaukee. "I really thank the community, because I see there was a lot of people out here, the Milwaukee Police Department. They did a good job."
The 35-year-old said she met the teens – who are now accused of taking her son – at a nearby store. They told her they were trafficking victims in need of help.

Three adult males — ages 19, 33 and 56 — were arrested at the home where the girls were found with the baby on unrelated charges. Police did not say what, if any, relationship the men had with the teens.

Rep. Matt Gaetz (R-FL) derailed a cyber security hearing on Tuesday by demanding answers about Hunter Biden's laptop.
At a House Judiciary hearing, Gaetz asked FBI Cyber Division Assistant Director Bryan Vorndran about reports that the laptop was turned over to the FBI. The device has been at the center of right-wing conspiracy theories about President Joe Biden.
"So where is it, the laptop?" the lawmaker asked.
"Sir, I'm not here to talk about the laptop," Vorndran replied. "I'm here to talk about the FBI Cyber program."
.........Gaetz concluded his questioning by presenting a hard drive that he claimed contained the contents of Hunter Biden's laptop. He asked that the contents of the hard drive be entered into the congressional record. .......................

NEW YORK – New York Attorney General Letitia James released the following statement in response to the brief filed today by Donald J. Trump, Donald Trump, Jr., and Ivanka Trump to appeal a decision that they must all appear for sworn testimony in compliance with subpoenas from the Office of the Attorney General (OAG) as part of its ongoing civil investigation into Donald J. Trump and the Trump Organization’s financial dealings:
“Donald J. Trump, Donald Trump, Jr., and Ivanka Trump were ordered by a judge to comply with our investigation into Mr. Trump and the Trump Organization’s financial dealings. Despite continuous efforts to impede this investigation, no one can stop our pursuit of justice, no matter how powerful they are. We will continue to follow the facts without fear or favor.”
In February, the Honorable Arthur Engoron of the New York County State Supreme Court ruled that Donald J. Trump and his children must all appear for sworn testimony, and Donald J. Trump must produce additional documents in compliance with subpoenas from OAG.
