Outrage grows after video shows Marin cop dumping homeless person (with mental challenges) in SF

San Francisco City Attorney David Chiu said his office is investigating a video shared by ABC7 showing a San Rafael police officer dropping off a homeless man on the streets of San Francisco.

ABC7 obtained the clip from a San Francisco resident who took the footage of the officer leaving the man in a residential Inner Richmond neighborhood at 14th Avenue near Lake Street on July 30. After the San Rafael Police Department officer left, the man proceeded to light an object on fire and throw rocks, and neighbors called the San Francisco Police Department, the TV station said.

"While we are just beginning to look into this, make no mistake — we will hold any jurisdiction accountable that is proven to engage in this behavior," Chiu wrote on Twitter. "It's disturbing that another jurisdiction would drop off someone experiencing homelessness or mental health challenges in the middle of a residential neighborhood in SF with no resources around."

Lt. Scott Eberle, a spokesperson for the San Rafael Police Department, told KTVU that the officer brought the man to SF after he threatened a security guard at the Northgate Mall. The man allegedly told the officer he wanted to go to the city. Eberle told SFGATE in an email that the city of San Rafael wants to apologize to the city of San Francisco and the residents of the neighborhood where the man was left.

Experts warned hospitals regularly charge more to people who have insurance
They said everyone should always ask for the cash price of a procedure
The Conway Medical Center nearby said it would charge $2,100 cash price for the same procedure she got at Grand Strand Medical Center


A 36-year-old woman has been charged nearly $18,000 for a breast biopsy despite having health insurance — only to find out she could have been billed just $2,100 if she had offered to pay the cash price.

Dani Yuengling, from Conway, South Carolina, went to see her doctor early this year after noticing a lump on her right breast. She feared the worst because her mother had died from breast cancer five years earlier.

The HR worker was referred to the Grand Strand Medical Center, in Myrtle Beach, for a biopsy — with a quick check of the hospital's expenses calculator showing an uninsured patient would be charged $1,400. Yuengling hoped her health insurance with Cigna — one of the nation's largest insurers — would help offset the cost.

But after having the procedure in February — and no cancer being found — she was billed $17,979. Yuengling said the mammoth bill left her struggling to sleep at night, distressed and suffering migraines. She secured a 36 percent discount after calling the hospital, but is now refusing to return for a follow up.

Her health insurance negotiated rate saw the bill cut to $8,424.14, with Cigna offering to pay $3,254.47. They lumped Yuengling with the remaining $5,169.67 — or the amount left of her deductible.

After calling the hospital to complain, she secured a 36 percent discount — taking the bill to $3,306.29. She put this on her credit card, and says she now wants nothing more to do with the hospital.

Joe Manchin is the least popular figure in latest NBC News poll
Just 11% of registered voters said they had positive views of the West Virginia Democrat.


Roughly one-third of voters — 34%— had negative feelings, making Manchin the most unpopular figure in the poll with a net-negative rating of 23%.

None of the figures or groups had net-positive ratings. In order from most positive to least positive, the survey found the following net ratings:

Rep. Liz Cheney, R-Wyo.: -6 points (28% positive, 34% negative)
The U.S. Supreme Court: -7 points (35% positive, 42% negative)
Joe Biden: -8 points (40% positive, 48% negative)
The Republican Party: -15 points (34% positive, 49% negative)
The Democratic Party: -17 points (34% positive, 51% negative)
Donald Trump: -18 points (36% positive, 54% negative)
Kamala Harris: -18 points (32% positive, 50% negative)
Mike Pence: -19 points (25% positive, 44% negative)
Manchin: -23 points (11% positive, 34% negative)

The disdain for Manchin spanned political parties, with 40% of Democrats, 31% of Republicans and 30% of independents viewing him negatively.

The New York City Department of Buildings tweeted a photo of an illegal pool that was found on the rooftop of a Williamsburg building. The department said that the 480-square-foot pool, which was not built up to code, had the capacity to hold 60 tons of water.

The building on Flushing Avenue where the pool was found is not equipped to support that kind of weight, the DOB said, hence why it was ordered to be torn down.

The department said the pool was installed without proper permits or professional construction.

Footage from Wednesday afternoon showed the pool still up, but all the water had been drained.
