California is a mosaic of various fire ecologies. Thinning, breaking up fuel ladders, and taking out dead material better yet followed by regular ground fire would restore the forests to closer to what was here before Europeans and also be a forest more fire resistant and less immediately susceptible to climate change effects. But the massive effects of current fires and the fire starts are in oak-woodland and chaparral ecologies that are infringed upon by human development. With climate change ecologies will find oak-woodlands reduced to grasslands or chaparral and oak-woodlands extending into what are now conifer forests. Repeated catastrophic fire will hasten this process.
But nature reigns over humanity. We can do our best and it not be enough. For example the Carr Fire (by Redding) started in the federal Whiskeytown National Recreation Area. There has been a 30 plus year program of prescribed burns in Whiskeytown NRA recognizing how susceptible the landscape is to fire but that fire was also an inherent process. The effort meant nothing when the fire event was so massive.
