But Mueller's report isn't likely to "call for" indicting anybody because he already has the power to ask a grand jury to indict anyone who seems to deserve it, and if the grand jury agrees they will issue those indictments. The report will contain other information about matters relating to Russia but indictments will be issued if evidence presented to the grand jury is sufficient, although whether the president can be indicted is an open question. The report is irrelevant to indictments.
