They were both on the hook for crimes that would have otherwise led to long prison terms and both have been "cooperating extensively" and have had recommendations to have their sentences reduced. Same with Michael Cohen. We haven't yet publicly seen a fraction of what they would have given up.

It's just not going to be prosecuted through the Special Counsel's Office because there's too much risk of Barr interfering or Trump just pardoning everyone.
