It's up to the authorities who receive and digest the report on the investigation to issue indictments.

Those indicted during the investigation (Manafort, Flynn, Gates, Cohen, etc.) weren't the targets. The were essentially the victims of collateral damage.

This is not over, and the signs are encouraging.
