4. I don't think that is what is actually what he did

My understanding was that he gave Barr the authority to declassify whatever he chose in his investigation to manipulate evidence to create an appearance that Trump was "investigated" by the intelligence agencies to subvert his election and subsequent tenure as President. He's created an avenue for Barr to pick and choose events to create evidence that Trump is a persecuted victim. It's horrific and quite frightening. Nothing is declassified unless Barr says it is. At least that's my take.
