3. Why can't you start impeachment during an election year?

That seems like the perfect time to do it. There's nothing in the law or Constitution that forbids it. If it makes us look "political" or "partisan," I don't care. We need the bastard out of office, and the best way to accomplish that is to cripple him while he's running for re-election.
