that if you receive social security and don't receive enough to have to file taxes, the government will use the most recent 1099 you received, for 2019, to determine your eligibility to receive this new additional payment. Meaning you don't need to do anything extra.

That's not what it says. You will get the check but have to file a 2020 return next year.

This would be my suggestion Borrow someones 2018 or newer turbo tax and file 2018 taxes
