also, any state with VBM can set up their own dropboxes for election workers to collect the ballots. They do this in Arizona, Georgia, and other places. Sturdy ,secure locked boxes, scattered all over town in public buildings like libraries, schools, courthouses, post offices and even malls, grocery stores. (per my daughter in Arizona)

I closed the doors at 7 and at 7:01 folks pulled into the parking lot but I could not let them in.

actually there is because in KY you register by party , so you have to get your correct ballot
