The problem is turnout, specifically Latino turnout. There are signs that turnout is lagging in places where we need it most. Bexar County (San Antonio) is behind 2016 levels while Houston, Dallas, Austin, etc., are setting records. Bexar has the highest Latino concentration of voters of any large city in TX, about double the percentage of Austin and way ahead of Houston.
If we don't get Latino turnout - and it's a problem historically here in the state - we're not going to win it at the presidential level.
The state house is another matter, which is why resources are being focused on the two dozen or so seats we need to hold on to or flip.
