That's my point. Why are they letting them storm the place? It's hard enough to accurately check, verify and count ballots with the observers over your shoulder. I've never had any trump, dick or Harry allowed to come up and harass me, it's illegal. You have to be a certified observer! The public can watch from a distance, usually separated from us like you said, a window. This is appalling to me.
