Underwriters have to think in terms of "Could this possible lead to a lawsuit?" You would be amazed by some of the things they have to consider (I say "they" not "we" being now retired.) I would definitely not want to cover his home - the personal injury lawsuits which a homeowners policy covers - every tort you can think of and more that you can't or may never have heard of. And the way these yahoos have used automobiles to kill and maim people, not one of them should be able to get an auto policy.
