... was mentioning countries along with organizations, like Hamas.

That would be like saying, "There's been atrocities committed by Germany, the KKK, ISIS and Italy." It's quite different to be born a citizen to some country compared to joining a group that promotes violence as a principle.

I haven't yet seen some KKK members protesting the actions of their KKK leadership.
