Pelosi said (sorry, I can't find it) that voting against certification wasn't disqualifying.

But McCarthy had expected her to also reject Nehls. In his prewritten speech, which he gave later, McCarthy referred to Pelosi "Denying the voices of members who have served in the military and law enforcement" -- "law enforcement" was Nehls. McCarthy didn't bother to rewrite his speech.
