In addition, German citizens not in possession of a green card or other long-term residence permit for the USA needed documented proof that they were traveling accompanied by a spouse, parent or child who was an American citizen. My wife can only travel with me if I have a copy of our marriage certificate. The long-term companion of my younger daughter in Germany was allowed to come because they presented their daughters US Consulate-issued birth certificates listing him as the father. US Government accredited diplomats and permanently stationed press correspondents may also travel freely. As a US citizen with an unrestricted legal residence in Germany, by the way, I can travel back and forth freely, but I am part of a tiny minority.
