7. Did CA simply Re-district or did it GERRYMANDER?

There's a difference.

WA has a bipartisan commission that re-districts based on the Census results, which, given that they're a shrinking minority in WA, is actually leading to giving the GOP an advantage they don't deserve.

GOP-controlled states that have GERRYMANDERED (WI, MI, OH) aren't about to do anything but make the situation worse, and there's jack shit Liberals can do about it except take it to court. They make the rules.
