Maybe this kind of corruption, though perhaps not on such an industrial scale, has always been with us, to varying degrees, but it does not have to be so.

Laws written by corrupt men for corrupt men can be undone by good people using the simple tools of righteous moral indignation, electing the right people to wield them.
