That the best of the Russian equipment and personnel are being held in reserve for the future, like if NATO responds.

The Russian army appear to be chewing up older equipment and sorting through neophyte soldiers in a low tech attack brutalizing Ukraine, perhaps the method is itself a warning for other former Soviet republics.

Hope I am wrong.
