Explosives like that would be considered Destructive Devices, which are regulated somewhat similarly to machine guns. Both fall under the National Firearms Act. Registration and approval by the ATF would be needed, just like a machine gun. There would be additional storage requirements as well.
There are civilian owned grenades and grenade launchers, as well as artillery, and tanks with live main guns. But just because its technically legal to own doesn't mean you can get one. Someone still has to sell them to you and Raytheon isn't going to be selling them to anyone but the government or entities approved by the government.
