It's not just the FSB that told him what he wanted to hear, and over the last 20 years he strangled any productive feedback and oversight.

The entire shitshow the Russian military has shown itself to be is entirely his fault. He's the one who let it happen by not staying on top of the people in their respective fields and this not stopping them when they let everything rot and stole whatever wasn't nailed down.
