Alito is all the things you describe except that he's not the "acting" Chief Justice -- by which I presume you mean "de facto" -- Chief Justice.
During the just completed term, which Justice authored the most majority opinions? Roberts. Which Justice was in the majority the most: Roberts. Alito not only authored fewer majority opinions than Roberts, he authored fewer than Gorsuch and Sotomayor. And among the Republicans on the court, only Gorsuch and Thomas were in the majority fewer times than Alito. Roberts and Kavanaugh were in the majority 95 percent of the time, and Barrett was close behind at 93 percent. In contrast, Alito was in the majority only 86 percent of the time (with with Thomas at 81 percent and Gorsuch at 78%)
