Among other concepts he doesn't get - oh, like, democracy, self-insight, modesty, humility - he didn't get one of the messages in The Wizard of Oz, that the outward *things* (medal, clock, diploma) are only symbols that get their meanings from the inner realities (courage, heart, smarts).
So if he freakishly gets unmerited outward *things*, they are meaningless.
