Usually it means figuring out how, where, and when to put a thumb on the scale to make sure the outcome is favorable to their side.
The Republican strategy:
If you cant win fair n square, then CHEAT.
And we must NEVER forget that. Always expect the worst from them, and youll never be surprised and/or disappointed.
