categorized, filed, proofed, and wrapped up in the complete package of an investigation, you don't sit on it and let it go until public pressure, and political pressure from within finally prompts you to appoint a special investigator. You go on television, announce the prosecution, make the other split their pants moving so fast and caught off guard, and then you use the pressure of your power and position to expedite court dates, prioritize the seriousness of the case, and get it to trial in a matter of months. It's been done before many times.
