7. It was to get Ashcroft to reverse an opinion that Bush's domestic spying was unconstitutional.

Comey and some other Justice employee raced to the hospital before Gonzo and Card so they can prevent them from coercing Ashcroft into signing off. They got there in time, ashcroft refused to sign off on Bush's spy program, but Bush did it anyway.
