It only doesn't make sense if you assume CONgress is working for the betterment of most of its constituents. It is working for the betterment of campaign contributors and those who can bribe them in other ways. They know most of the time voters can be duped by sufficient application of lying ads on TV, and if that fails they will be taken care of anyway.
