Why not?
Sure would beat giving the deadbeats a raise.
Let them live in crowded, public housing. Maybe we could throw in a social worker or two to ease their discomfort and deal with their social maladjustment.
Imagine what would happen if members of Congress were paid the same amount as the average American working person and prohibited from using money beyond that salary. (I know this is not possible. Just asking what if.) We would have a very different crowd in Congress and get very different results.

Look up the tax rates for 170K then deduct plane flights, food, two kids etc. and 24K is a lot.
