He's trying to help Dems in the midterms and Republicans know that, historically, immigrants have helped Democrats more than they help Republicans, the Cuban American community being a notable exception.

Republicans have to be soiling their linen as America gets more and more Hispanic. They are lodging themselves firmly between a rock and a hate place.
