I don't want to understate the importance of this because the laws came into play because of the importance of keeping government records and especially tracing "personal relationships" in politics.

Yahoo would be an especially bad place to put any official business since they have been especially evil about reclaiming accounts every 3 months if you don't log into them. Older records will be lost for good.

If Hillary was trying to communicate with Chelsea on Yahoo in one hand (likely since that's one of the oldest webmail services - I still communicate with my Mom via my Yahoo account that I set up in grad school) and government staff on the other, she probably tried to make things more convenient by getting them all to forward to one email (perhaps the Yahoo one, since it was the oldest). But then things got confused with all the zinging emails with different "reply to" addresses, and it got tempting just to reply from the Yahoo address.

In a different thread a State Dept. employee wrote about how slow and clunky State Dept. email is - I totally buy that from what I've seen of State of California systems. But the solution would have been to use some of her power to demand improvement in those systems.
