That seemed likely to me given the BS stop and itchy trigger finger.
I did hear someone on NPR yesterday saying consolidation of police forces (he said there were 18K separate forces in the USA) was needed to provide better training and supervision.
Podunk forces that rely on speed traps/harassment for revenue should be the 1st to go.

I live in Minneapolis proper and I have never, NEVER seen anyone pulled over for a broken tail light
