3. That article misses the real problem. The "risk corridor" payments wouldn't be necessary...

if enough healthy people had signed up to offset the unhealthy people who did. Enough healthy people didn't
sign up simply because the penalties for not signing up were intentionally set too low in the ACA. Universal
health insurance requires healthy people to subsidize unhealthy ones.
