How do we get a special prosecutor?

Nixon demanded Cox be fired but someone refused?

AG Richardson appointed Cox, Nixon wanted him fired, but he wasnt.

Where are we with all that and now?

If acting AG after racist Sessions recusal , whoever that is, doesnt appoint special prosecutor, it doesnt happen, right?
