It is a violation of the UCMJ for military people using or in possession. You will find yourself in the stockade, Leavenworth, or club fed.

For civilians, if you hold a clearance, you will lose it and be fired. Even if you do it in your own house.

It is still illegal to smoke or possess in any federal building or on federal property. And there is a lot of federal land in NJ.
