38. Speed cameras. Speed activated traffic lights.

There's a stretch of road here in the DC area that has speed activated traffic lights. The lights are at intersections and function as one would expect a traffic light to do. But when cars are detected speeding, the light will turn red EVEN THOUGH NO CARS ARE AT THE INTERSECTION.

When everyone behaves, traffic flows smoothly. When there's a speeder, he (and everyone behind him) must come to a 15-second stop before being allowed to proceed.
