Chopping off the barrel of a shotgun from 24" to 12" merely expands the scattering of the shot to the same degree as if one fired from one foot further away. To describe such a weapon as a "weapon of mass destruction" is, I'm afraid, quite hyperbolic. Such a weapon is, if anything, less effective, since the capacity of the magazine underneath the barrel would be reduced. The only real advantage would be that it would be somewhat concealable.
