They don’t necessarily know how to test for being high rather than drunk. I don’t know of a blood test yet which can prove it. Although weed has been legal in the Netherlands for decades, you’d think they would have a test by now.
Sorry you were unable to recover your full damages. That sucks especially when it was the other guy’s fault.
