You can be damn certain that unused ballots are locked up. In Minnesota, they go into the locked compartment of the ballot counter, which stays at the polling place to be picked up by city workers the next day. The key went me to city hall. The picture I saw of the box in this story was a silly ass insecure tote. I transported the cast ballots to city hall from the precinct. There are multiple printed paper tapes with the election results, a USB jump drive with the results, and the results are transmitted wirelessly before the ballot counter is turned off.

The box in this story said provisional ballots, so they would not have been tabulated, if it contained cast ballots. This needs to be investigated.
