2. I lay the blame at agribusiness dairying.

When you have 3,000 milkers then the owners have no contact with the animals so all the work is done by hired help. If these dairies were limited to a maximum of say 100 cows then the farmers would be in charge. This kind of treatment of cows would be counter productive. It is much better for the cows and the farmers if the cows are treated kindly. No farmer who has 100% risk would cut his profits by mistreating his animals.
