The goal of the syria strategy is a means of dealing with the most militant, troublesome, unemployed "surplus" populations of the gulf, jordan and beyond. The most motivated have their energies directed against assad as opposed to the regimes where they live.

It's well known that Saudi's have emptied their prisons, by sending them to Syria, these fighters are not meant to survive their trip to Syria. They are to fight there and not come home. It's convenient monarchs of Jordan, Saudi, Bahrain, etc.

The fighters are given minimal training. They are poorly equipped and sent to fight a battle tested real army head on. Picture a man with a rifle fighting a tank. The tactics bear this out. Rather than engage in guerrilla warfare, these poor saps are ordered to hold ground in the face of air attacks and armored tanks. They are lightly armed with no helmets, flack vests etc. They are given a rifle, a ammo carrier, a baseball hat and orders to go into battle and hold ground in the face of overwhelming firepower.

One unit went into battle all outfitted in bright yellow t-shirts. The consequences are deadly for these very motivated jihadists.
